What is the danger
The electrical insulation is inadequate and the clearance /creepage distances between the primary and accessible secondary circuits are not sufficient, hence accessible parts can become live. Furthermore, live parts are accessible when changing the lightbulbs, and the user could receive an electric shock from them.
